How is it possible for this to be true and the stock price to go down? Surely equivalent institutions are selling (or are you saying retail selling alone can cause the price to be depressed?)

This institutions are buying only after there is a seller. Therefore if seller is offering a lower price, institutions can scoop these shares up at a lower price. It is never the buyer that decide the price. Its the seller. Dumb money are selling for the past 2 weeks to smart money.
