Did anyone else get a message from their Alibaba manufacturer about a new CPSC customs rule starting July 8?

So my manufacturer just sent me this long message about a new U.S. customs regulation going into effect July 8, 2026 where apparently all importers have to electronically file safety certificates through something called the ACE system or their goods get held at the border.

I run a small clothing shop and buy through Alibaba so I was so confused reading this lol. After looking into it it seems like this might not even apply to small buyers like me and is more of a big importer problem but honestly I'm not 100% sure and I don't want to get caught off guard.

Did anyone else get this from their manufacturer? Is this something we actually need to do anything about or did we all just get a mass notice that doesn't really apply to small Alibaba shops? Any input from people who know more about this stuff than me would be really appreciated!
