Alibaba wheels stuck in CBSA customs, received 2/4 wheels, now got a Notice of Unclaimed Goods. What would you do?
User seeks advice on a consumer dispute regarding missing replica wheels stuck in Canadian customs after ordering from Alibaba.
Looking for some advice because I'm honestly not sure what my next move should be.
Back in December, I ordered a set of 4 replica/fake wheels from Alibaba. They were manufactured and shipped in March and arrived in Canada on May 7.
Since May, I've been messaging my supplier almost daily asking where my wheels were. They kept telling me that Canadian customs was just slow and that the shipment was being held for inspection.
About a month later, I finally received 2 of the 4 wheels. The other 2 never showed up. Every time I asked, the supplier continued saying the remaining wheels were still in customs.
Today I received a CBSA "Notice of Unclaimed Goods" (Form E44). According to the notice, the goods arrived May 7 and if they aren't formally released/accounted for within 30 days of the notice date, they'll be forfeited to the Crown. Storage charges also start soon. From what I've read, once an E44 is issued, the goods must be claimed within 30 days or they can be forfeited.

Here's where I'm stuck:
I paid for a set of 4 wheels.
I only received 2 wheels.
The supplier says they'll refund me for the 2 missing wheels.
But 2 wheels are basically useless to me because I need all 4.
My concern is that if I accept a refund for only 2 wheels, I'll still be stuck with 2 giant paperweights and only half my money back.
My questions:
Would you push for a full refund of the entire order since the seller failed to deliver a complete set?
Should I try to clear the remaining 2 wheels through CBSA myself, or is that something the shipper/supplier should be handling?
Has anyone dealt with a Notice of Unclaimed Goods before?
If the remaining wheels get forfeited or destroyed, does that strengthen my case for a full refund through Alibaba Trade Assurance?
Is there anything in these documents that stands out that I should be concerned about?
Any advice from people who have dealt with Alibaba disputes, customs issues, or CBSA would be appreciated. Thanks.
